GERMAN PRESS CONCERNED AT THE LOSS. London, July 14. The German press has been seized with consternation at the news of the capitulation of South-west Africa, and is not mentioning it because it has a forlorn hope that the German Colonial Office will officially deny it. The Colonial Office has issued a guarded statement .saying that if the surrender has actually taken place it is due to the ■ overwhelming superiority of the British forces, and that the first British victory in the war has been won by a Boer general, but the victory will not affect the result of the war. The German people view the loss with paiticnlar dismay because of the wealth ol the African diamond lields.
