THE LEGISLATIVE COUNCIL.
Referring to the Speakership of the Legislative Council the Christchurch Press pays an especially high tribute to the Hon. W. C. Carncross. In doing so our contemporary says: The election of the Speaker of the Legistive Council in succession to the Hon. Sir Charles Bowen, showed that the voting was very evenly divided between the Hon. Charles Johnston and the Hon. AV. C. Carncross. The former had the advantage of a long and honorable connexion with the City of Wellington. His record of public services. not only in the Legislature, but as Mayor of the city, was such as in every respect to qualify him for the high position to which he naturally aspired. On the other hand,, although possessing less personal influence, Mr Carncross had deservedly won the warmest personal esteem not only of his fellow-Councillors. but of all with whom he has been brought in contact. Of unassuming disposition, he has, both as a member of the lower House and subsequently in the Council. set an example of thoughful and high-minded discharge of public duty. He l;as done excellent work a s Chairman of Committees, and if due weight is to be given to. zealous and conscientious service in preparation for the highest position, we are inclined to think he ought to have been elected. The Council ultimately inclined the scale in favor of Mr Johnston, and there is no doubt that he will worthily uphold the high traditions of. the distinguished office. Nothing could have been in better taste than the speech in which Mr Carncross congratulated the new Speaker on his election. I itting tributes were paid to the distinguished services of Sir Charles Bowen, of whom it was truly said that he had won not only the respect and esteem, but the affection <*f everv member of the Council.
