BULGARIA AND THE ALLIES.

II Seccolo, in an interview with exPremier Malinoff, of Bulgaria, quotes that statesman as saying he is convinced that the Russian retirement is only temporary, and the ultimate victory of the Allies is assured. He says that Bulgaria will join the Allies immediately she is guaranteed the territory lost in the second Balkan War.

ROUMANIA'S POSITION.

The Petrograd press states that a conference of Austrian and German representatives in Vienna to discuss tne territorial compensations that
could be granted to Roumania resulted in failure as the representatives were unable to reach tangible results.
SERBIA REFUSES PEACE.

The Giornale d'ltaliana has published a message from Nisli stating that Germany and Austria have proposed a separate peace with Serbia, offering territorial concessions and an outlet to the Adriatic and guaranteeing the integrity of Serbia. M. Pasitch (the Premier) has refused the offer.
