LUXEMBOURG.
The cable message referring to the Duchess of Luxembourg which we pub-
lished yesterday reminds us that veiy little is heard of doings in that little State |UBt now.. At the end of April, however, a special correspondent of the London Chronicle wrote that since the Germans swarmed over the irontier at the beginning of the war Luxembourg lias been a closed book to the world. He goes on: Your "-Man in the Street" is exceedingly well-inform-ed about the different phases of the war. He can trace in a masterly fashion the various moves and counter moves of the Russians ill the eastern theatre ; no instance of "Kultur" and «'frightfulness" in Belgium has escaped his censure, and' he is even au courant with the more obscure events in Egypt and the Near East, but ask him what is happening in Luxembourg and he will be at a loss for an answer. A recent visit to that unfortunate Duchy has revealed the fact, that, although not conquered and annexed as Belgium, or invaded in the sense that the North of France has been, it is, nevertheless, absolutely under German control. That means to say that the Germans have not merely utilised the territory, as they allege, lor the passage of their armies to.the seat of war, a convenience for which due payment "will" be made, but they are actually ruling the country through their military authorities There is no real difference between Belgium and the French territory occupied by the enemy and the Grand Duchy of Luxembourg. There are always from 10,000 to 12,000 Prussians in occupation, and all the stations, viaducts, bridges, tunnels, etc., are guarded by their sentries, whilst the post and telegraph services are also under Prussian control, all letters and telegrams being censored at Treves. -,
