Meantime the Allies are not idle, and they will probably be aide to outbid Austro-Germany in negotiating with Czar Ferdinand. Hut, according to one good authority, there is little doubt that lor the moment! Bulgaria holds the key of the situa-| tiou in the Balkans. If Roumania took up anus against Austria and Bulgaria came in on the other side, the Roumanians would be taken between two (ires, and would lie unable to cooperate effectively with either Serbia or Greece. The Greeks more especially Feel their isolation because Bulgaria I lies between Greece on the south and Roumania, on the north; and if Greece intervened before Bulgaria was ready, or if (V.ar Ferdinand finally declared for the Centra] Powers, the Greeks would have to face the combined attack of the Turkish and Bulgarian armies. The situation is complicated, and the Allies are handicapped in their negotiations by the | fact that the ruler of Bulgaria is a crafty prince and looked upon as most untrustworthy. The most liberal oiler will probably appeal to him, but if he has any real wisdom he will want to know that there is some backing to the promise given and not be satisfied with something merely made in Germany.
