THE CZAR'S RESCRIPT.

The Czar's rescript acknowledges proof of the people's determination to devote their strength in equipping the Army, and of the national unanimity, which gives unshakeable assurance of a. brilliant future. It appeals to the
people to strengthen the resolution to cany on the struggle until there is complete triumph. Unless the enemy is crushed, peace will be impossible, and all the thoughts of the country must be directed to the .satisfaction of the Army's needs.
The rescript adds that His Majesty recognises the necessity of advancing the date of re-opening Parliament, which will re-assemble early.

BOARD OF MILITARY SUPPLIES.

A Board of Military Supplies has been 'formed, with M. Polivanoff as president. It comprises representatives of the Duma, Council of Empire, Industry, and Commerce, and is empowered to compel to give its orders precedence and to requisition public and. P r ' v ate supplies.

The Germans transformed a sugar refinery at Smiernleyice into a munitions factory, hut an explosion destroyed the greater part of the building. The Germans shot several local people, alleging the occurrence was intentional.
