A neutral traveller who has returned front Germany describes the Kaiser’s early fall from popularity. He says it is whispered that the failure to advance to Paris was due to the Kaiser’s interference, the General Staff compelling Von Holtke to resign. The Kaiser’s portrait at the cinema shows is not received with the same applause as those of other prominent men in the war. People regarded the Kaiser as too inexpert to meddle with military matters. The Crown Prince, as victor of Longwy, was immensely popular. The Kaiser quickly changed his tactics. He vanished from the scene and made no more speeches, but quietly announced that he would no longer interfere in the war. His whereabouts is a secret, but ho is constantly flitting to different theatres. Until the figure of the Emperor became occult and mysterious he was seen everywhere. At one time he became the symbol of the unity of the people, but is now regarded as exercising the true functions of a modern sovereign, having assumed Imperial dignity ahd paving the way to what the Germans proudly believe to be their destiny.

Gossip about the Crown Prince’s escapades in France and elsewhere is readily believed, his behaviour being regarded as inconsistent with the dignity of his position. He is held mainly responsible for the defeat at the Marne. He appears to be deliberately inviting criticism, as he was absent from the baptism of bis only daughter. Grenade-throwing is the latest sport in Germany, having been included in the programme at the Hamburg athletic carnival.
