UNITED STATES NAVY. NAVAL AUTHORITY SPEAKS OUT NO NATIONAL DEFENCE POLICY. (Received 9.5 a.m.) New York, June 15. Mr George Meyer, Ex-Secretary of the Navy, in an address on National Defence, said the American Navy was deteriorating, and lacked battle cmi«ers, submarines, and aeroplanes. A policy of National Defence was conspicuously absent. Duly twenty-one battleships were ready lor service, and the submarines were crippled. The Atlantic Fleet needs live thousand men, and in target practice is no better hban it was in 1903.
