BULGARIA AND ROUMANIA. UNDERSTANDING ARRIVED AT. LIKELIHOOD OF JOINING THE WAR. UNITID PRK6U AmOOIATIOH. London, Juno 4. The Petit Parisien publishes a despatch that Bulgaria and Roumania have arrived at a complete understanding, and declares that the two States will enter the war simultaneously, Roumania against Austria and Bulgaria against Turkey. The military plans are being co-ordinated to that end. The despatch adds that ltou'mania has agreed to cede Dubrudja to Bulgaria. NOTE FROM THE ENTENTE. SATISFACTORY TO BULGARIANS. Amsterdam, June 4. A telegram to the Cologne Gazette states there is no denying that a feeling of satisfaction prevails in Government circles at Sofia in connection with the Note which the Quadruple Entente presented to Bulgaria last Saturday.
