MILLION ROUMANIANS READY.
Unitid Fbem Abbooiatioh. Berlin, June 3. The Morning Post’s Berne correspondent reports that the Austrian Ministry and German representatives discussed the Roumanian Note and refused its demands. It is estimated that the Roumanian army contains a million perfectly equipped men, and that their entrance into the war will provide a new six hundred miles front for Austrian strategists. The Frankfurter Gazette says: We must play the role of intermediary, as there is no reason why Austria should not make just and equitable concessions to Roumania.”
HALF-MILLION PAIRS OF BOOTS.

ft is reported that Roumania has ordered half a million pairs of boots from foreign countries.
THE PRICE OF SERVICE. TERRITORIAL AGGRANDISEMENT (Received 9 a.m.) Amsterdam, June 3. The Berlin Gerteaezblatt says Italy and Roumania have not reached an understanding. The Allies promised that Roumania would have Seizenburg ami Southern Bukovina in return for active military support, but lloumaiiia wants Czernowitz and the Hungarian province of Banettet, which Russia and Servia respectively want.
AN OFFER OF MEDIATION. (Received 12.-15 p.m.) Rome, June 3. The Seccolo states that King Emmanuel has offered to mediate between Russia and Roumania.
