If it fails, the country will be bankrupt of resource. It is paramount that its obligation is to uphold the Government, even at the expense ol" tolerating errors which at other times would invite censures. ■ The Daily Mail thinks Mr Lloyd George's appointment will satisfy the country. If Mr Balfour's appointment deprives the country of Lord Fisher's services, it cannot be regarded as good. The Times welcomes the Department of -Munitions, but regrets the Cabinet is confined to party leaders. There should be a larger element of men whose services to the Empire have lain outside domestic controversies.
The Daily News says the new blood may well bring. .greater decision, a stronger will power, and sterner courage in the crisis. The nation will respond readily to all that the most resolute leadership can demand. The Chronicle says Mr Balfour is a brilliant man in the wrong place. The crisis arose between brilliant politicians alkl the country's great sailoi and the nation will be shocked and astounded to find a politician remains. Lord Haldane's departure is the real weakening of the National Council. Sir Edward Carson's appointment is a deplorable scandal. , CONFIDENCE OF THE COUNTRY, London, May 2G. Lord Kitchener is receiving numer ous resolutions of confidence fron; public bodies in all parts of the country. He replied that he mud appreciated the expressions of confidence.
