COTTON CARCOES. Unithd Pbbm Am.mnTioii. (Received 9.15 a.m.) Washington, -May 25. Sir C. A. Spring Rice (British Ambassador) in order to clear up a misunderstanding, has formally notified the State Department, that the unofficial arrangement regarding cotton cargoes no way involved the United States.
