THE NOTE TO GERMANY. Tubs and Sydney Sun Service. London, May 16. The Times, in a leader, says the American Note conceived the best traditions of American diplomacy and clearly is conveying tile national feeling. The Government’s attitude is vigorously and persuasively expressed. The Allies and the whole world of neutrals may well rejoice that America at last lias spoken forcibly and to the point. Germany is squarely confronted with a demand to abandon submarine warfare and the violation of the rights of neutrals. It is believed Germany will not comply with America’s demands. Whatever the issue and the moral interests, America ami the Allies are henceforward indissolubly linked. The Vossicbe Zeitung announces that German high Government circles favor submitting the question of the attendant difficulties to an American C urt of Arbitration.
