According to t the best 1 informed, President WiJ,soli lias decided to ad-, dress a stern note to Germany, demanding the discontinuance of submarine warfare on passenger vessels. The demand is couched in language appealing to the humanity of the 'whole world. If refused, Mr Gerard will be recalled and Bernstoff will receive his passports. Whether thereafter war will ensure will depend on Germany's decision. ■ Germany has notified the United States that submarine commanders are instructed not to harm neutral vessels. If engaged in hostile acts, Germany will pay damages for the harm done to such vessels in the. war zone. Neutral vessels carrying contraband will be dealt with according to the rules of naval warfare. Germany justifies her submarine methods on the ground that Britain was threatening to starve the civilians of Germany.
