. _\o one is surprised that Germany -seeks to justify the crime committed i:i tile sinking of the Lusitania, or that the lie factory at Washington, sometimes known as the “German Embassy,” is spreading more mendacity. One of the assertions made is that the Lusitania carried arms and ammunition and was not therefore entitled to warning before the act of assassination. This assertion is fully answered hy the statement of the British Embassy at Washington, that the Lusitania did not carry arms and ammunition, as otherwise she would have become subject to internment on account of her frequent visits to America. In addition there is a definite statement hy the British Admiralty that the Lusitania was unarmed. Though built with the view of possible conversion into a light cruiser, she was not one but a merchant vessel pure and simple. It is pointed out that articles in the Hague Conference of 11)07 to which Britain, America, Germany, and other countries have subscribed, leave open certain questions as to the conversion of a merchantmen into an auxiliary cruiser, but provide specifically that such a cruiser must be regularly commissioned, manned, and officered by the Government of the country to which she belongs. In the ease of the Lusitania no such conversion had taken place. The Lusitania was sunk in premeditated and deliberate violation of all the laws of warfare and humanity—and the degraded German nation rejoiced at the hlood-sncccss of their crime. Some American citizens were amongst the murdered, but so far the Groat American Eagle hardly seems to have become aware of that fact.
