Taiaat Bey presided over a secret meeting at Constantinople, and dwelt on their inability to indefinitely defend the Dardanelles, owing to lack of ammunition. An Austrian invasion of Serbia, to join the Turkish army, would alone save the situation. Enver Pasha and Halil Bey pointed out the uncertainty of the position in the Carpathians. If, however. Constantinople was seriously imperilled, they should negotiate for peace immediately.
