Though one is always prepared for surprises in matters municipal, it was hardly expected that there would be no election for the Stratford Borough Council on this occasion, and that even difficulty would be found in obtaining a sufficient number of candidates to nominate. The result is that, with one exception, an entirely new Council, composed largely of untried men whose views are quite unknown to the ratepayers, will take charge of the Borough's affairs. Old Councillors did not again offer themselves for a variety of reasons, and they will now he able to stand aside and criticise the work of their youthful successors. Certainly the late Council's term of office has not been distinguished by an immense amount of progress, and, as constituted, the old Council did not appear to have the full confidence of the ratepayers. This latter fact became apparent in the rejection oi the Council's proposals at the polls. The new Council certainly has no past to trouble it, and until if has bad the opportunity of showing what it can dn and how it will work for the public good, no fair estimate can be formed of its ability. The hasty jumping to conclusions is to be deprecated, because, if the present members individually do not make at least as good a showing as some of those who preceded them, they will do very badly indeed. Judgment should therefore bo suspended in this direction, and an honest effort made to give the new men assistance. Those burgesses who are so loudly asserting that the m w Council is an excessively weak one, might be asked why they did not offer their own services? For the Mayoralty Mr R. McK. Morison appears on the scene at the last moment, to contest the chair with Mr J, \V. Boon, and both candidates will address the burgesses next: week. Mr \V. P. Kirkwood, retiring .Mayor, despite the wishes of many of his supporters, adhered to his i > pressed decision to stand aside and did not permit himself in be nominated.
