The police in Rome are keeping a sharp look out for foreigners. The Rev. Lowrie, and a number of other Americans, were arrested on suspicion of being German spies, but were released with apologies. The Daily News’ Rome correspondent states that Italy’s neutrality must expire before May 12, when Parliament opens, though the date for intervention is still unfixed. Negotiations now proceeding with the Allies will he concluded when De Giors, the new Russian Ambassador, arrives at Rome. Other telegrams state Italy is desirous that Austria should send an ultimatum regarding military measures on the frontier, which will be her best pretext for abandoning neutrality. RESERVES BEING CALLED , UP. (Received 8.45 a.m.) London, April 20. The Echo do Paris states that Italy has called up 1891 class of men. REFUGEE STEAMERS LEAVE ITALY. UNDER ESCORT FOR DALMATIA. (Received 8.45 a.m.) Loudon, April 20. Reuter states that the AustroGerman steamers refuging at Ancona have been ordered to Dalmatia under an Austrian destroyer and sub- / marine escort. j
