SPEECHES IN PARLIAMENT United Peess Association. Ottawa, April 17. The Duke of Connaught's speech at tlie closing of Parliament said Canada’s effective co-operation with the United Kingdom and the other Dominions contributed in no small measure to the unmistakeahle success of the Allied amis and assured an honorable and lasting peace. From the Atlantic to the Pacific the call for men had fully equalled expectations. Sir F. Borden, the Premier, acknowledged the sentiments. He said he had been looking into the war purchase scandals and had discovered unsatisfactory transactions, and the Government was, now appointing a Purchasing Commission of three of the best available business men. He added that during the investigation of horse purchases, a dealer had defended selling spavined animals at double the market value because everybody in the horse trade was doing it.
