THE STRUGGLE IN GERMAN .„ WEST AFRICA. THE ALCOHOL QUESTION AGAIN. TJnited Press Association. (Received 9.5 a.m.) Sydney, April 15. The captain of a steamer from South Africa reports— that from indications the fighting in German West Africa will soon be over. The war resulted in a wholesale curtailment of bar hours, and liquor was sold only between eight in the morning and nine at night.
