STRATFORD BOROUGH COUNCIL.
MONTHLY MEETING. The following members of the Council were present at the meeting last night: His Worship the Mayor (Mr W. L\ kirkwood), Crs Ja. Mck. Morison, J. B. Richards, J. Fredric, J. Boon, T. Header, J. H. Thompson, mid •). Masters. An apology lor nonattendance was received lrom Or. X. J. King. j THE NEW BUILDINGS. | The committee set up to consider the plans and specitications of the new buildings recommended their adoption. ' The question of electric heating v. hot water service occupied a quarter of mi hour, Cr Header having moved and Cr M orison seconded a motion that the whole hot water .service he put out and electric light be substituted. This was lost. Cr Fredric moved, and Cr Thompson seconded pro forma, that radiators he only procured for the Council's offices, library, and reading room, and that only connections be made for the balance of the buildings.—Lost. Cr 'Masters moved, a,nd Cr Richards seconded, that the cleaning of bricks be deleted from the specifications.— Carried. Cr Boon moved, and Cr Richards seconded, that portion of the walls of the arcade and dado thereon be colored, and also that portion of the rooms where wood skirting were specified bo stained or painted.— Carried. The Mayor moved, and Cr Morison seconded, that galvanised steel window frames he placed throughout the building.—Carried. Cr Fredric moved that an additional window he put in the Council office, and also in the corner office.— Xo seconder. Cr Thompson moved, and Cr Fredric seconded, that a door he placed in the lavatory leading on to the hack balcony.—Carried. Cr Fredric moved that electroliers be deleted and cord lighting substituted. \ T o seconder. It was resolved that the guttering be of 22-gunge, and the spouting of 24-guage iron. The Mayor moved, and Cr Tliomp sou seconded, that lead lipids he put in all the Council Chambers.—-Car-ried. . . The Mayor moved, and Cr Masters seconded, that the top story fan lights and also the windows of the reading room and library be lead lights.—Carried. The Mayor moved the adoption of the plans and specifications with amendments as above. —Seconded by Cr Reader and carried. The architect was instructed to cal 1 for tenders, same to he returnable within four weeks. RE LOAN MONEY. The Committee appointed to arrange finance in connection with the new municipal buildings and tin flotation of debentures reported thai they had arranged with the National Bank as follows:—The Bank will pro vide the Council with a sufficient advance on overdraft at C>i per cent, interest pending tiu sale of debentures, the debentures to be issued forthwith, and the Rank to sell the same when and where they deem advisable. Meantime the Bank will take a lien over the debentures. The cost of selling the debentures will be ] per cent. commission, plus the out of pocket expenses.
Cr Eredric said the Einaneo Committee should be congratulated upon their successful negotiation.?. It was the genera] opinion that these would be a stumbling block, and under the. circumstances the committee was to he heartily congratulated. It was very nice. Councillors as a whole expressed great satisfaction with the position. CORRESPONDENCE. The Clerk. Stratford County Council, wrote forwarding the following resolution' which had been passed at the last meeting of his Council ; "That the Stratford Borough Council be informed that this Council will provide for half the cost of repairing the Flint Road East as suggested, the estimated cost being £lll."—Received. W. J. Newton, manager of the Stratford Electrical Supply Co., wrote acknowledging receipt, of letter, asking the Company to provide poles, etc., necessary in the removal of the street lamps at the 'intersection of Itogan Street with Portia and Hamlet Streets from the south side to the north side of Regan Street. The letter did not, wrote Mr Xowton. say if the Council contemplates pay-' iiijj; the cost of these alterations. He would he pleased to have an assurance that the expense would be borne by the Council, otherwise the Company could not undertake the work. Resolved on the motion of Cr Frodrie, that the Council enquire as to the cost. WORKS COMMITTEE'S REPORT. Messrs Markay. CJredig, and Rowo have made aplication to have the filling on Swansea Road South formed and gravelled, and they offer to pay t;l() towards cost of same, Your committee recommend that the work be done provided the County Council pays Co towards the cost. We recommend as follows :—Uoulder contract—That no tender bo accepted for (his work, and that the stono ho obtained by day labor. Cully. Juliet Street North—That the suggestion of the Overseer to have this filled in and the bridge taken awav he given effect to. Old Pound Site—That instructions bo issued to have the place cleaned up.
