The Government has strictly enjoined the civil, military, and naval authorities to refrain from any action calculated to provoke trouble and give Umbrage to Japan. The presence of a large number of Japanese troops in the lour provinces is a constant temptation to mischief-makers. Enemies of the Government are numerous, and no relief can be expected till the troops have been withdrawn.
