The Kaiser and{v<?n der Goltz attended a council of war and prepared a new plan of campaign and fresh diplomatic instructions, arising out ot the capture of Przemysl and the position' of Constantinople.
GERMAN REINFORCEMENTS FOR - THE CARPATHIANS.

Since the 24th, 170 trainloads of Saxons and Bavarians have proceeded to the Carpathians.
OPERATION IN THE CARPATHIANS. Petrograd, March 31. Official: Our actions in the direction of Bartfeld and -Uszok Pass are developing with perfect success. We carried fortified positions on the heights on the 28th, capturing 5400 prisoners, five guns, and twenty-one machine guns. The enemy was forced to cross the frontier from Czernowifcz, and is advancing, on Chotin.
RUSSIAN LOSS IN BESSARABIA.
Bucharest, March 3T; The Russians were ambushed at Bessarabia, and driven back with heavy loss.
(Bessarabia is a government in south-west Russia, Black Sea and Russian proper. It has an area of 17,619 miles and a population of 2,000,000. It was finally taken from the Turks by Russia in 1812.)
