AUSTRIA WILL CEDE TERRITORY United Press Association. New York', March 30. * The Tribune publishes a Rome message stating that a Swiss returned from Vienna reports that the Kaiser, in strictest incognito, visited the Emperor Franz l Josef and succeeded in inducing him to cede territory to Italy to ensure her continued neutrality.
