A Gazette Extraordinary issued today contains,an Order-in-Council which sets out—that in view of the German blockade no merchant vessel which sailed from the port of departure after Ist March would be allowed to proceed to any German port; and no merchant vessel which sailed from German ports would be allowed to proceed on her voyage ; and every vessel carrying goods with an enemy destination or origin may be required to discharge such goods at the British or Allied ports; and a n J person interested in such goods (not being contraband) will be placed in the custody of the marshal of the Prize Court and may issue a ■writ against ithe proper officer and apply for the restoration of the goods in accordance wi|h the practice and procedure of the Prize Court.
