DESCRIPTION OF THE PLANS. After the destruction by lire of the lunicipal Buildings on Gird Goto >c; -i, the Stratlord borough Council - diced with the qucsium of erecting oinklings. Hie Council wisely deI ncled that the material used tor these juildings should be lerro-coiicrete, which was practically aa everlasting material. There can nc iiu doubt that ( erro-concrete also scores when tnc niestions of insurance and beauty arc ■altered into, both storeys in the plans submitted by Mr J. li. Mealy, die Council’s architect, and width art now on view in N.Z. Clothing Cuinnuiy’s window, are in ierro-concrete. ihe elevation from the pavement to the top of the parapet is .‘l2 feet, and -o the ridge oi the roof it is 38ft (Jin. Hie whole oi the roofs are covered witii Marseilles tiles. The entrances lo the shops arc recessed 10 ieet and also the plate glass windows are returned JO feet on each side of the arcade. The lases of the shop fronts, and also front plasters to the under side of the verandah, are finished with glazed riles. The verandah is a suspended me, extending the whole frontage, fOit. (Jin., and with fibrous plastei ceiling. There are direct lights ovei the verandah to the shops. T lie front is finished in plaster with plaster cornices, and the walls relieved with iOiigh cast panelling, the general appearance of the front being very neat, riie red-tiled root looking very well with the white plaster. The ground floor consists of four shops, one 71 ft iy 12, one 44ft by 12, and two 71ft by dt, and the central arcade 71ft by -2ft, with a height of 14ft from\ the door to ceiling. The arcade reaches to .he Municipal Chambers at the rear oi .lie building, three steps leading up to die vestibule Gift, by i2ll. The Council Chambers lace the arcade, being 38ft by 19ft. The Mayor’s room,' 17ft by 13ft, is on the left, and the public office 27ft (Jin by 19ft 3in on the right, with strong-room, etc. A passage leads lo the town clerk’s office (18ft by 12ft), Migineer’s office (14ft Gin by 12ft), and owo offices for future clerical work, me measuring 17ft by 13ft, the other 12ft by 12ft. The municipal part at the back has also a height of 14ft., this being a one-storey building. 'I he arcade is panelled the whole length, and has a tiled floor. Access is made to the upper floor by a concrete staircase sft Gin in width, opening off the arcade and having tiled treads, landing on a corridor 12ft wide, opening out of which on the left is the library 32ft by 18ft 3in. On the right is the reading room, 32ft by 2oft Gin., and two suites of offices, the rooms of which are 1 Git by 12ft., and 18ft by 12ft respectively. The tea room occupies the greater part of the upper floor, measuring 43ft 3in by 33ft., with a large kitchen supplied with all the latest cooking appliances. The height from floor to ceiling on the upper floor is 12ft. Both floors have ill necessary water and lavatory conveniences. The whole of the inside walls throughout tlie building are plastered and finished in Keen’s cement with colored dados. The ceilings of all the shops are plastered. Thei ceilings of the upper floor and municipal offices are finished with fibrous plaster, with cornices t 6 match, and set out in panel's. The building throughout is lighted by electricity, the heating being by hot water radiators, some forty or more being required.
