NEGOTIATIONS WITH JAPAN PROCEEDING. v Times and Sydney Sun Service. London, March 21. China has agreed to give Japan the option of providing the money when foreign borrowing is proposed, and also preference when engaging foreign advisers and police inspectors. As. an alternative the Japanese demanded to settle, trade, and travel in South Manchuria and East Mongolia. China has offered to open a number Of .treaty ports. Japan has accepted these offers, but continues to press her.original proposals.
