The Morning Post's Tientsin correspondent says that China stoutlyl declines to grant mining concessions throughout Manchuria. Peking reports that the Powers have lodged Notes at Tokio in friendly terms reminding Japan of her obligations. Several thousand natives demonstrated at Shanghai, demanding war with Japan. THE POSITION EASIER. RUSSO-BRITISH DENIAL OF THE NOTE. (Received 9.5 a.m.) Washington; March 21. The British Embassy denies the statement concerning the Russo-Bri-tish presentations to Japan regarding China.
