THE KING’S HONOURS. ELEVEN VICTORIA CROSSES. [United Pbesb Association.] London, February \S. A Gazette- of twenty-two pages bas been issued. It contains the King’s honours for services in the field. Fifteen officers are promoted to Major,•General, including Colonel R. Daves, a New Zealander. Eleven, Yjctqria Crosses have Oeen granted and twelve Commanderships ‘of the Bath including Generals Poulteny and Allenby, also many Distinguished Service Orders, medals and military crosses. Surgeon-General Williams has been made honorary Sur-geon-General to the British Army.

GERMANY’S REPLY TO AMERICA.

(Received 8.40 a.m.) London, February 19. The Times, in a leader, says: “We will be surprised if the German reply to America does not cause astonishment and emotion across the Atlantic. It does not give an assurance that American vessels will be unmolested. The only assurance given is that Germany is immutably resolved to make war after her own fashion, and with contempt for all protests from Washington and elsewhere. The reply will hardly help to restore the sadly-dam-aged reputation of Teutonic diplomacy.”
