The Tiber has risen tilty feet in the lower parts, and the city has become a second Venice. Ihe Vatican quarters are generally under water to a depth of five feet. Patients in the Santo Spirito hospital have been removed to the upper stories, but there is a danger of collapse of the building. A number of historic sites, including the bridge of St. Angelo, built by the Emperor Hadrian, are submerged.
