The American Note to Germany states; If German submarines destroy American vessels without first determining their nationality, the United States could not view such an act except as an indefensible violation of !neutral rights; that they will he constrained to hold Germany to a strict accountability of such acts; and that they will take the necessary steps to safeguard American lives and property. The Note to Britain declares that America views with anxious solicitude the general use of the United States flag by British vessels traversing blockaded waters.
