Von Buelow told an Italian statesman that if the concentration of trcops on the Austrian boundaries continued, Germany and Austria would be obliged to denounce the terms of the Triple Alliance, and to send an u'timatum to Italy demanding guarantees of the maintenance of her strict neutrality, or they would consider Italj their enemy.
