Under the "Municipal Corporations, Amendment, 1913," it is provided that Mayors of Boroughs, hitherto elected J annually, shall be elected on the last" Wednesday in April in every year inj which a general election, of council-, lors is held, and this year therefore; mayors will be elected for a two-year term for the first time. In April next the electors will be called upon! to elect a mayor and council, local ( representatives for Harbor Boards, and members of Hospital and Charitable j Aid Boards. The amendment fur-j ther provides that if an extraordin-j ary vacancy in the mayoralty shall occur from any cause within one year after the date of the election of a duly qualified person to the office of mayor his successor shall be elected by the electors of the district, but if other-' wise his successor shall bo elected by the council. The apparent idea of the amendment is to do away with the expense and bother of too-frequent, elections. Certainly there seems no valid reason why a mayor should not, hold office for two years with the council returned at his election. In the great majority of cases, whenever th« occupant of the chair has sought reelection, he has been returned to office for a second—or even a third—term. Twelve months is generally too short a period in which to inaugurate and complete an important municipal work, or in fact to introduce any marked policy and carry it to such a stage that it may be fairly judged. The new amendment which comes into force this year may therefore bo looked upon as a sound improvement on the old svstem.
