BETTER UNDERSTANDING WITH i BULGARIA FORESHADOWED. ITALY AS A CLOSE FRIEND. Times and Sydney Sun Services, (Received 8.0 a.in.) London, January 14. A correspondent at Soiia- writes: Although Roumania has finally decided to take action in Transylvania, and it is expected the campaign will commence in the middle of February, it is anticipated that the Roumanian minister in Bulgaria, will shortly make 'definite proposals to Bulgaria, which lit is hoped will facilitate the understanding between the two countries. Roumania will probably offer Bulgaria | restitution of the Dobritch and Balt, chik surrounding districts. There 'is reason to believe that should the [arrangement prove unattainable, Ronmania will not allow the unique opportunity afforded of realising her national aspirations to pass. Another cause of Roumania’s temporary hesitation was the uncertainty regarding Italy’s-policy, but the bonds of friendship have now been drawn closer.
