PARTIAL SETTLEMENT OF THE NOTE. United Psess Association. Washington, January 8. Sir C. A. Spring-Rice has notified Mr Bryan oi the partial settlement of the questions of contraband arising out of the American Note. An agreement had now been completed for the shipment without molestation of naval stores from the United tSates to the Netherlands and Italy, and arrangements were pending whereby shipments of copper would be similarly treated. GERMAN INTRIGUE IN THE STATES. London, January 8. The Times’ Washington correspondent states that German propagandists are intriguing to get Congress to forbid the export of war supplies to the Allies, and get the Government to purchase interned steamers. Above all, they are seeking to create AngloAmerican tension over problems confronting the two nations
