VON BULOW'S MISSION. United Pbess Association. Paris, January 3. Le Temps announces that Von Bulow's mission utterly failed in its principal object, which was to persuade Italy that her interests were identical with Germany's, with a prospect of building up a vast Empire when England was ousted from the Mediterranean. The Kaiser was aware that the only hope of success was Von Bulow's popularity, and in the event of failure he intended Von Bulow to bear the entire responsibility, therefore discrediting his party, which is antagonistic to the Kaiser.

The Chronicle's Rome correspondent states that Italian irritation at the Allies' restriction upon Italian-bound commerce is rapidly growing.
The Giornale d'l talia and the Tribuna complain of excessive zeal, the warships inflicting great losses on Italian traders. They demand that the Government insist upon the abuses being terminated.
