Distress through famine is increasing in Austria-Hungary, especially in the country districts. The authorities, in order to allay discontent, declared that peace would be concluded in January through America’s mediation.

The Austrian official message states: The Russian offensive between Rymnow and Tuchow forced us to fall (jack somewhat. The Russian attacks in lower Dunjec and lower Nida failed.

ALLEGED CRUELTIES TO RUSSIANS.

Rome, December 28

Reports state that the Austrians, when they re-occupied Czernovitz, committed terrible cruelties on those allegedy in favor of the Russians. Three hundred and fifty of the inhabitants were arrested, and many girls were bastinadoed publicly. Austrian 'gendarmes were empowered by a Judge to hang people, and thirty Roumanian and Ruthenian peasants were hanged at Ailiboch, and thenbodies exposed for three days. One hundred and seventy were hanged elsewhere.

UNREST SPREADING.

The Servian victory caused great manifestations among the Austrians and Slavs. Unrest is spreading despite severe repressive measures. Two mayors and professors were shot, and hundreds of men and women were arrested. It is stated that since the beginning of the war 15,000 Slavs ihave been punished,
