THE PANAMA CANAL.
NEUTRALITY LAWS DISREGARDED BY COLLIERS.
United Press (Association. (Received 12.35 p.m.) Washington, December 14. It has been explained that Colonel Goethals required destroyers to enforce the neutrality of the Panama Canal zone owing to Austrian colliers endeavouring to disregard the canhl shipping laws. Other colliers are reported as having arrived ‘without clearances.
