Penalties.—The winner of any flat race after the declaration of weights to carry 71b penalty, and for every additional race a further penalty of 71b. or, if he thinks fit, the handicapper may re-handicap the winner of any race after the declaration of weights. Owners shall be responsible for the accuracy of the weights to be carried by their horses. (Rule XIX.-11.') Definition of a Hack (Flat and Hurdle Races).—No horse shall start in my Hack Flat Race which has at any time prior to the time of entry, won a race of the value, of £l5O to the winner, or races to the aggregate value of £4OO to the winner, nor in any Hack FLirdle Race or Steeplechase which has it any time prior to the time of entry, won a race of the value ot £l5O to the winner, or races of the agzregntn value of £4OO to the winner.
