GERMANY ORDERED BOMBARDMENT OF RUSSIAN COAST.

The Bourse Gazette states that Turkey was unable to pay a State official and sent Fethi Bey to Berlin to interview Herr Von Bethmann-Hollweg (German Chancellor). Later he saw the Kaiser, who offered the Privy purse on condition that Turkey entered on war immediately. Fethi Bey did not give a promise, but the Germans forthwith cabled the German warships ordering them to bombard the Eussian coast. The Turkish Ministry, who learnt of the action from the newspepars, were highly perturbed, and went to the German Ambassador, who replied that Fethi Bey had given a promise to the Kaiser which must be kept.
