UNITED STATES DEFENCES. United Press Association. (Received 9.55 a.m.) New York, December 8. Four leading Americans have inaugurated a Non-party Security League to impress upon the President of Congress the immediate necessity of an investigation into the country’s defences. President Wilson announces he is opposed to the idea of Congress investigating the question of national defence as it would create an unfavourable impression.

The Times’ New York correspondent writes that both the Navy and Army Leagues of America have opened fire. The pacificists are arguing that bloated armaments were the chief cause of the present war. The Navy League’s pamphlet has aroused deep feelings in the German Americans for denouncing Germany as the instigator of the war, pointing out that the weakness oi Belgium and Luxembourg provoked Germany’s attack.
GENERAL. Washington, December 8. The warship ashore at Maryland is the Kansas. The vessel is slightly damaged. The report that another warship is ashore on the Californian coast is denied.
Mr Bryan announced that steps had been taken to prohibit the construe tion of any submarines in the United States intended for the use of belligerents, and also prohibiting the sending of parts of submarines to Canada, to be there assembled. It is understood that Mr Schwab, president of the Bethlehem Steel Corporation, is now preparing to establish submarine works in Canada.
