(Received 8.45 a.m.) Berlin, December 8. Official: Wireless states that Germany does not intend permanently to occupy the South African Union. She desires hostilities to cease if the Union evacuates German territory and abstains from further hostilities. It adds: The South Africans may establish a neutral State, of which Germany will recognise the political independence and territorial integrity.
