Being ex-Chancellor of Germany, his appointment is obviously intended to influence Italy's policy. ABANDONING NEUTRALITY. APPROVED BY THE CHAMBER. (Received 8.40 a.m.) Rome, December 6. The Chamber by 413 votes to 49, approved Sig. Salandra's declaration.
