The Zapatista forces took possession of the city, General Blanco evacuating it, despite a promise to the American Government that he would remain in command in order to protect foreigners. Communication with the outside world is cut. Zapata undertakes to protect foreigners, since Blanco abandoned his trust. The mob ha"s already commiteted some excesses, looting shopsj and stopping street-car traffic. The police are powerless.
