The "Chicago Tribune" has started a scheme for the adoption of Belgian children by American families'' or the providing of homes for three years, the children subsequently returning to Belgium. United Press (Association. New York, November 18. Colonel Jackling, manager of the largest group of copper mines in America, says that Britain's declaration that copper is contraband will cause a reduction of £800,000,000 in the annual production of the United States, the loss of income to the producers being £30,000,000.
SAFETY OF THE PANAMA CANAL.

Major-General Wotherspoon, who is retired, writes to the newspapers pointing out that it is impossible to protect the Panama Canal and the American colonies with the present forces at the disposal of the United States. They ought to be increased until there was half a million troops, including reserves, available. Any first-class military Power could menace the Panama Canal, while the Philippines would easily fall a prey, as the present force showed a deficiency of thirty-three per cent.
