Advices from Berlin state there is a panic in East Silesia, the civilians fleeing, to Berlin, Dresden and other cities. KAISER GUARDED BY ZEPPELINS AT COBLENTZ. / ~ Hague, November 13. A telegram from Berlin states that the Kaiser is now at Coblentz, and that two Zeppelins continually circle over'Jiis residence. STARTLING FINANCIAL STATE OF HAMBURG. (Received 1.5 p.m.) \ London, November 13. The Standard states that the petitions in bankruptcy filed in Hamburg ' alone since the beginning of the war disclose a deficit of twenty-five millions isterling.
