Penalties.—The winner of any flat race after the declaration of weight: to carry 71b penalty, and for every ad ditional race a further penalty of 71c, or, if he thinks lit, the handicappc • may re-handicap the winner of any race after the declaration of weights. Owners shall he responsible for the a curacy of the weights to he carried by their horses. (Rule XIX.-11.) Definition of a Hack (Flat and Hurdle Races). —No horse shall start in any Hack Flat Race which has at any time prior to the time of entry, won a race of the value of £l5O to the win - ner, or races to the aggregate value of £-100 to the winner, nor in any Hack Hurdle Race or Steeplechase which has at any time prior to the time of entry., won a race of the value of £l5O to Hr. winner, or races of the aggregate valor of £IOO to the winner.
