Official: The Austro-German assertion that the Russian fleet commenced hostilities against the Turkish squadron is a gross invention intended to mislead public opinion in Constantinople, which is carefully kept in ignorance of »the treacherous attacks made on Russian coasts by Turkish vessels commanded by German officials.
