(Received 9.5 a.m.) London, October 30.The American Commission which, visited the devastated districts of Charleroi, Liege, Brussels, Mons, Namur and Dinant, State that the condition of three millipp Belgians is desperate. The daily rations for the last three weeks were only three ounces of flour and ten grammes of salt. Only sufficient flour remains for four days. The condition of Liege is particularly pitiable. It is feared that in desperation the famished people may attack the Germans. Fourteen hundred tons of foodstuffs leave London on Saturday.
