It is semi-offiocially stated that the Kaiser’s headquarters in France resemble a thickly populated centre. The personnel numbers 1500, besides the convoy, and many servants. Adjacent to his suite are the members of the War Cabinet, the General Staff, foreign attaches, and representatives of the German and Austro-Hungarian Governments. Copenhagen, October 24. Tiro Kaiser visited the Western headquarters on Tuesday. INSPECTION OF TROOPS IN ALSACE. (Received 9.10 a.in.) London, October 25. A message from Basle states that the Kaiser, on the 18th, inspected the Germans in Alsace, and incited them to make a last victorious effort by way of the Vosges. The German Government, in n communique t° neutral nations, condemns |Britain’s attitude with regard to contraband and the seizure of Germans
upon neutral vessels, such act being a violation of tbo terms of the Declaration of London.
